Legal Status of UnASDG IGO
The United Alliance for Sustainable Development Goals Intergovernmental Organization — UnASDG IGO — operates on the basis of its founding Charter and institutional mandate established in 2019, with the purpose of supporting sustainable development, intergovernmental cooperation, project implementation, capacity-building and related public-interest programmes aligned with the United Nations Sustainable Development Goals.
UnASDG IGO is not a United Nations agency and does not claim institutional affiliation with the United Nations. Its legal and institutional standing is based on its own constituent instruments, governance framework, participating state relationships, governmental cooperation instruments and the principles of public international law applicable to intergovernmental organisations.
Under international law, the legal identity of an intergovernmental organisation may arise from a founding charter, treaty-based or charter-based arrangements, state consent, governmental participation, cooperation instruments and the organisation’s public international purpose. Affiliation with the United Nations is not a constitutive requirement for the existence of an intergovernmental organisation. Numerous international bodies and cooperation platforms operate outside the United Nations system while maintaining separate legal identity, institutional mandate and governmental engagement structures.
UnASDG IGO conducts its activities through its organs, councils, authorised representatives, programme frameworks and, where required, affiliated or designated operational entities. The use of domestic legal vehicles for administrative, compliance, contractual, banking, tax, employment or operational purposes does not alter the international character, mandate or institutional identity of UnASDG IGO. Such vehicles serve as implementation and compliance instruments and do not replace the governing Charter or the organisation’s supranational mandate.
UnASDG IGO may enter into Memoranda of Understanding, Treaties, cooperation agreements, programme agreements, host or seat arrangements, implementation protocols and other recognised instruments of institutional cooperation with governments, public authorities, development partners, regulated financial institutions, central banks, project developers and other eligible stakeholders. These instruments may define specific roles, responsibilities, project frameworks, compliance requirements, settlement procedures and implementation conditions on a case-by-case basis.
Within its mandate, UnASDG IGO supports sustainable development programmes, public-sector cooperation, project registration, evaluation, certification, advisory coordination and supranational funding-related processes under its internal Standard Implementation and Funding Regulations. Any programme participation, funding allocation, settlement process or banking engagement remains subject to applicable due diligence, compliance review, KYC/KYB, AML/CFT screening, sanctions controls, regulatory requirements and the specific terms of the relevant agreement.
Accordingly, UnASDG IGO presents itself as an independent intergovernmental organisation operating under its own Charter and Treaties with sovereign States, institutional governance and public international mandate. It may lawfully engage with governments, ministries, public authorities, regulators, central banks, development institutions, banks and qualified private-sector partners for the purpose of sustainable development cooperation, institutional coordination, programme implementation and related financial or technical support mechanisms.
OFFICIAL INSTITUTIONAL CLARIFICATION
Independence from the U.S. Federal Reserve System
For the avoidance of doubt and in the interest of full institutional, banking and regulatory transparency, UnASDG IGO hereby clarifies that it does not maintain any institutional cooperation, partnership, mandate, funding arrangement, agency relationship or affiliation with the Board of Governors of the Federal Reserve System or with any Federal Reserve Bank.
UnASDG IGO does not seek, request or intend to establish such a cooperation relationship within its current institutional, funding, monetary-authority or settlement framework.
Certain proposals, concepts or approaches concerning a possible dialogue or cooperation involving the Federal Reserve System into US-National or worldwide cooperations with UnASDG's Member- and Partnerstates, have previously been brought forward or communicated. These did not result in any substantive institutional engagement, agreement, mandate, approval or cooperation. UnASDG IGO does not speculate on the reasons why such proposals were not pursued and considers the matter closed for purposes of its present institutional framework.
Accordingly, no person, representative, intermediary, institution or third party is authorized to state or imply that:
-
UnASDG IGO is affiliated with or acting on behalf of the Federal Reserve System;
-
the Federal Reserve or any Federal Reserve Bank sponsors, funds, guarantees, endorses, approves or supervises UnASDG IGO or its programmes;
-
UnASDG IGO requires Federal Reserve participation or approval for the operation of its institutional programme framework;
-
the Federal Reserve is the issuer, guarantor or funding source of monetary value positions issued or administered within an UnASDG IGO programme; or
-
any reference to U.S. dollar settlement infrastructure constitutes a partnership or institutional relationship between UnASDG IGO and the Federal Reserve System.
Any representation to the contrary should therefore be regarded as unauthorized unless expressly confirmed in writing by the Office of the President of UnASDG IGO.
For clarity, regulated commercial banks, payment service providers, financial institutions or settlement partners participating in UnASDG IGO programmes may independently maintain accounts, correspondent relationships, clearing access or other arrangements within the United States financial system. Such independent banking relationships do not establish, evidence or imply any relationship, cooperation or affiliation between UnASDG IGO and the Federal Reserve System.
UnASDG IGO conducts its programmes through its own institutional governance framework and, where applicable, through participating governments, authorised programme structures, qualified financial institutions, payment service providers and accredited settlement partners, subject to applicable law, regulatory requirements, KYC/KYB, AML/CFT, sanctions screening and final due diligence.
This clarification is not intended as criticism of the Federal Reserve System or of any U.S. institution. It is issued solely to ensure precise institutional separation, transparency and the avoidance of misleading representations concerning the role of the Federal Reserve in relation to UnASDG IGO. Unless expressly determined otherwise through a future written institutional decision of the competent bodies of UnASDG IGO, no representative or third party has authority to negotiate, represent or imply a Federal Reserve cooperation on behalf of UnASDG IGO.
UnASDG IGO therefore operates independently from the Federal Reserve System, and no Federal Reserve cooperation forms part of its present institutional or programme framework. This statement is based on the current institutional position and documentation of UnASDG IGO and is provided for institutional, banking, compliance and due-diligence clarification purposes. Nothing herein constitutes a waiver of any rights, privileges, immunities, institutional protections or legal positions of UnASDG IGO.
Nothing in this statement shall be interpreted as a waiver of any rights, privileges, immunities, institutional protections or legal positions of UnASDG IGO, whether arising under its Charter, applicable international law, host or seat arrangements, governmental cooperation instruments or any specific agreement concluded by or on behalf of UnASDG IGO.
